Preparing a Compliance File

When preparing certification files, it is important to ensure the following:

  • If an initial certification, move-in and effective dates match on page 1 of the Tenant Income Certification (TIC). Total Annual Household Income and Household Income at Move in on page 2 of the TIC should also match on initial certifications.
  •  If a recertification, the effective date of the TIC is the 12-month anniversary date of move in or last certification (ex. if a resident moved in 11/12/11, the effective date of the recertification TIC should be 11/12/12).
  • All pertinent forms are in the file, completed, signed and dated; and, in the order listed on the Affordable Housing Certification Transmittal Cover:

1.   Tenant Income Certification (TIC)
2.   Income Worksheet(s)
3.   Application(s)
4.   Background Investigations screening report(s)
5.   Questionnaire(s)
6.   Verifications and supporting documentation for all questions answered yes on questionnaire
7.   Child Support Affidavit
8.   Child Support Verification (if children in the household and parents are no longer together)
9.   Tax Credit Student Certification
10. Under $5k form
11.  Self-Affidavit indicating no taxes file for all household members who have no income or only have   unearned income such as Social Security
12. First two pages of last year’s taxes for all household members who earned income in the last 12 months

  •  Manager signature dates are the same as the resident’s on all forms
  • If a TIC is signed by the resident(s) after the effective date, write “True and accurate as of _______________ (the effective date)” on the bottom of page 1 of the TIC and have all residents over the age of 18 initial the statement. (NOTE: this should be a rare instance)
