The Pre-Move Out Inspection
Once a resident’s Notice to Vacate is received, the Site Manager should schedule to inspect the apartment at least two weeks prior to the scheduled move-out date in order to assess what will need to be done prior to the new move-in of that unit. A form in the eforms program is available when conducting the premove-out inspection called Move-Out Inspection Worksheet. Following Initial, Pre-move Out Inspection. This form allows you to estimate painting, cleaning, carpet, and other turn-over costs. Schedule all turnover following the premove-out inspection.
The Move-Out Inspection
Contact the outgoing resident prior to their move-out date to schedule an appointment for the final move-out inspection. During the final move-out inspection, the Site Manager assesses the required painting, cleaning, carpet restoration and other interior conditions so they may contact the vendors to schedule the work following the move-out.
On the resident’s move-out date, inspect the apartment with the resident to determine if the unit has not been damaged beyond normal wear and tear.At the same time, the Site Manager and resident should reach an agreement as to the extent of any damage and the cost for repairs or replacements. Use the resident’s Unit Condition Report during the inspection to document the condition of the apartment upon move-out. The resident and the Site Manager must sign and date the bottom of the form. A copy of the form should be given to the resident at the time of move-out. If the resident is not present at the time of the move-out, the inspection should be completed using the Unit Condition Report. In addition, photos should be taken if the unit reflects substantial cleaning and damages. In the Resident signature line, mark “resident not present”.

The Five Day Turn
The Maintenance Technician is required to complete the “turnover” work for each vacated apartment, preferably within 5 days (see chart below) of the move-out, using the Apartment Turnover Checklist form which can be found in the eforms program. Once the turnover work is completed, the Site Manager inspects the apartment. The Apartment Turnover Checklist is filed in the Unit Maintenance File.
